S. 3233 — FINANCE Act

This section establishes a grant program to provide financial planning services related to the needs of family caregivers, defined to include informal in-home and community caregivers for older individuals or individuals with Alzheimer's disease or related disorders (excluding those with financial or professional care agreements) and older relative caregivers aged 55 or older for children or individuals with disabilities. Grants may be made to eligible entities—including state or local government agencies, nonprofit organizations, area agencies on aging, multipurpose senior center providers, institutions of higher education, or tribal organizations—to deliver such services through appropriately trained and licensed individuals. Uses of funds include guidance on public benefits, care options, budgeting, debt management, long-term care costs, and referrals for legal assistance under OAA titles III or VII (e.g., estate planning); services must be accessible via assistive technology, in accessible languages and formats (including American Sign Language and non-English translation/interpretation), and through resources from the Eldercare Locator (section 215(k)).
