S. 3251 — State and Local Cybersecurity Grant Program Reauthorization Act

This section extends the specified federal shares under the State and Local Cybersecurity Grant Program—administered by the Department of Homeland Security to provide grants to states and Tribal governments for cybersecurity plans addressing risks to government information systems—to FY2026 (from FY2025), setting the federal share at 60 percent in subparagraph (A) and 70 percent in subparagraph (B).

This section authorizes appropriations of $300 million for the State and Local Cybersecurity Grant Program for FY2026. The program awards grants to states and Tribal governments (i.e., eligible entities) to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of, state, local, or Tribal governments, including to implement or develop cybersecurity plans, administrative costs (not to exceed 5% of the grant), and activities addressing imminent threats.
