S. 3258 — Aviation Medication Transparency Act of 2025

This section directs the FAA Administrator, not later than one year after enactment, to publish and maintain on the FAA public website a list of medications determined safe for prescription to medical certification applicants (i.e., airmen, air traffic control specialists, and trainees) and approved for issuance of medical certifications. (As background, airman certificates under 49 U.S.C. 44703 require individuals to be physically able to perform duties, including passing FAA medical certification that restricts certain medications due to aviation safety risks.) The list, developed in consultation with the Aeromedical Innovation and Modernization Working Group and specified aviation stakeholders (e.g., accredited aviation universities, air traffic controller and pilot unions), must (1) cover all approved prescription and over-the-counter medications; (2) be user-friendly, accessible, and provided upon an individual's first medical certification application; (3) indicate stabilization periods for duty limitations if applicable; (4) include "Do Not Issue" medications; (5) provide doctor contact mechanisms; and (6) contain explanations of allowable uses, conditions, and prohibitions. The Administrator must update the list annually thereafter.
