S. 3262 — A bill to require the Secretary of Defense to develop and implement a strategy to field an integrated air defense system to bolster the capability of NATO to defeat unmanned aerial systems and deter Russian aggression, and for other purposes.

This section directs the Secretary of Defense, in coordination with the Secretary of State, to engage the NATO Secretary General and relevant NATO policymakers to develop and implement a strategy for a multi-layered, integrated air defense system against unmanned aerial systems (UAS) to defeat UAS and deter Russian aggression against NATO, particularly its eastern flank members (Estonia, Finland, Latvia, Lithuania, Poland, and Romania). The strategy must (1) identify gaps in NATO UAS defense efforts, including impediments to using mass-produced low-cost effectors (e.g., improved ammunition and rockets), next-generation technologies (e.g., artificial intelligence and high-power microwave weapons), and allied command, control, and coordination; (2) describe current U.S. contributions to NATO air defense and Department of Defense actions over the next five years to enhance NATO production of low-cost effectors and UAS, development of next-generation technologies, and UAS production cooperation with Ukraine; and (3) describe actions for NATO and allies, including the United States, over the next five years to address those gaps and goals. Not later than 90 days after enactment, the Secretary must submit the strategy to the congressional defense committees, Senate Committee on Foreign Relations, and House Committee on Foreign Affairs, including required funding or policy changes and additional resources; an interim implementation report is due by March 15, 2027.
