S. 3273 — American Allies Protection Act

This section prohibits the Attorney General from awarding, renewing, or extending any grant to a state, territory, the District of Columbia, or political subdivision thereof for a four-year period if its public officials, employees, or agents arrest, detain, or deprive the liberty of a current or former government official of a North Atlantic Treaty Organization (NATO) member or major non-NATO ally based solely on an International Criminal Court (ICC) warrant, indictment, summons, or other process, or cooperate with or assist the ICC in effectuating such action, beginning in the fiscal year after enactment and each fiscal year thereafter. The Attorney General may waive this prohibition if the President certifies to the Senate and House Judiciary, Foreign Relations and Foreign Affairs, and Armed Services Committees, respectively, that the prohibited act is essential to U.S. national security interests, including a detailed justification.
