S. 3283 — Exclusive Citizenship Act of 2025

This section states congressional findings that (1) allegiance to the United States must be undivided to preserve the integrity of national citizenship, (2) existing law allows certain U.S. citizens to maintain foreign citizenship, which may create conflicts of interest and divided loyalties, and (3) it is in the national interest to ensure that U.S. citizenship is held exclusively.

This section establishes definitions for terms used in the Act, including (1) incorporating, unless otherwise provided, the meaning given to such terms in the immigration laws; (2) defining foreign citizenship as any status recognized by a foreign government that confers nationality or citizenship of, or requires allegiance to, such country; and (3) defining immigration laws as having the meaning given the term in section 101(a) of the Immigration and Nationality Act (8 U.S.C. 1101(a)).

This section prohibits dual or multiple citizenship, effective 180 days after enactment, by (1) deeming a U.S. citizen who voluntarily acquires foreign citizenship after enactment to have relinquished U.S. citizenship; (2) requiring existing dual citizens, not later than one year after enactment, to submit to the Secretary of State a written renunciation of foreign citizenship or to the Secretary of Homeland Security a written renunciation of U.S. citizenship; and (3) deeming failure to comply with such requirement to constitute voluntary relinquishment of U.S. citizenship under INA §349(a) (8 U.S.C. 1481(a)). (As background, INA §349(a) specifies voluntary acts—such as naturalizing in a foreign state or formally renouncing before a U.S. diplomatic officer—that cause loss of U.S. nationality only if performed with intent to relinquish it. Thus, current law generally permits dual citizenship absent such acts.)

This section directs the Secretary of State, not later than 180 days after enactment of this Act, to (1) promulgate regulations to implement the Act, including procedures for declaration, verification, and recordkeeping of exclusive citizenship; and (2) coordinate with the Attorney General and Secretary of Homeland Security to record individuals who relinquished citizenship under the Act in federal systems and treat them as aliens under immigration laws. The section further directs the Secretary of Homeland Security, within the same timeframe, to publish in the Federal Register a notification of the requirement under section 4(c).
