S. 329 — Keeping Drugs Out of Schools Act of 2025

This section establishes a grant program under which the Director of the Office of National Drug Control Policy may award initial grants and three-year renewal grants of up to $75,000 per fiscal year to eligible entities—defined as Drug-Free Communities (DFC) grant recipients with a memorandum of understanding with at least one local elementary, middle, or high school—to implement school-community partnerships delivering tailored strategies, policies, and activities that prevent and reduce youth substance use and misuse. (The DFC program, codified at 21 U.S.C. 1531 et seq., supports community coalitions in developing comprehensive plans to reduce substance abuse among youth.) Grants require a detailed implementation plan, must supplement (not supplant) other funds, are subject to DFC evaluation requirements, and authorize $7 million annually for FY2026 through FY2031 (with up to 8% for administrative costs).
