S. 3310 — Afghanistan Vetting and Accountability Act of 2025

This section establishes verification, vetting, reporting, and eligibility requirements for individuals evacuated from Afghanistan (i.e., non-U.S. citizens or Armed Forces members conveyed to the United States in coordination with the U.S. government from January 20, 2021, to January 20, 2022, including via Operation Allies Welcome). It directs the Secretary of Homeland Security to (1) verify personal and biometric information and conduct in-person vetting of each such individual; (2) develop and maintain a database tracking personal information, biometrics, U.S. criminal records since entry, applications for or receipt of unemployment compensation or Federal means-tested public benefits (as defined in 8 U.S.C. 1613), and vetting status; and (3) submit quarterly reports to Congress—until certifying completion within 30 days thereafter—listing all such individuals, their vetting and benefits status, available criminal records from Afghanistan or the United States, and estimated completion timelines. It further requires the Government Accountability Office to audit compliance and report to Congress within two years of enactment and one year after certification. It prohibits such individuals from receiving unemployment compensation or any Federal means-tested public benefit until providing personal and biometric information to the Secretary and undergoing in-person vetting.
