S. 3313 — Wintergreen Emergency Egress Act

This section restructures the discretionary authority of the Secretary of the Interior to issue revocable licenses or permits for rights-of-way over Natchez Trace Parkway lands—retaining such authority as paragraph (1)—and adds paragraph (2) requiring the Secretary to issue a right-of-way generally depicted as “Proposed Egress” on the map entitled “Proposed Wintergreen Emergency Egress Near Milepost 9.6” (numbered 601/194,694, dated September 2024) on the Blue Ridge Parkway, if the Secretary certifies that (1) an evaluation of alternatives to the right-of-way for egress that do not cross federal land has been completed, including whether existing trails can be converted to roads; (2) an analysis of expected fire ecology behavior in the event of a fire emergency has been completed with respect to the right-of-way; and (3) required reviews have been completed under the National Environmental Policy Act of 1969 and division A of subtitle III of title 54, United States Code (i.e., National Historic Preservation Act provisions).
