This section (1) repeals section 50122 of the Inflation Reduction Act of 2022 (P.L. 117-169; 42 U.S.C. 18795a) (High-efficiency Electric Home Rebate Act, providing grants to states for point-of-sale rebates of up to $14,000 per household for qualified heat pumps, heat pump water heaters, and related electric upgrades), (2) repeals section 50123 of P.L. 117-169 (42 U.S.C. 1879b) (Home Electrification and Appliance Rebates, providing grants to states for rebates of up to $1,750 per item for qualified electric appliances, panels, and wiring), and (3) repeals section 50131 of P.L. 117-169 (136 Stat. 2041); rescinds all unobligated balances appropriated under those sections; and amends section 50121(c)(7) of P.L. 117-169 (42 U.S.C. 18795(c)(7)) (relating to the HOMES rebate program for home efficiency retrofits) by striking the reference to rebates under section 50122. (Thus, these rebate programs for electrification and appliances terminate, and unspent funds totaling approximately $4.3 billion from section 50122, $1 billion from section 50123, and related amounts from section 50131 are rescinded.)
