S. 3360 — FREEDOM Act

This section requires the Secretary of State, in consultation with the Federal Communications Commission and Department of the Treasury, to submit to the Senate Committee on Foreign Relations and House Committee on Foreign Affairs, within 120 days of enactment, a report updating and supplementing the internet freedom strategy for Iranian civil society required under 22 U.S.C. 8754a (i.e., a strategy to enhance access to information amid Iranian government censorship and internet restrictions). Updates to the strategy must assess (1) the feasibility of direct-to-cell wireless communications technologies to expand Iranian internet access, including technical, regulatory, and security factors; (2) impacts of drone-based platforms, signal jamming, and countermeasures on such technologies' feasibility, security, economics, and resilience; (3) terrestrial and non-terrestrial telecommunications providers active in Iran, including state ownership/control, foreign investment, and implications for communications freedom and censorship; and (4) other relevant information on opportunities and risks of these technologies. The report must be unclassified but may include a classified annex.
