This section revises public assistance grant award transparency requirements under subsection (a) by designating the existing publication obligation—requiring FEMA to post specifics of section 406 grants over $1 million within five days—as paragraph (1) and adds paragraph (2) requiring an interactive public assistance dashboard on FEMA's website for each major disaster. (Public assistance, as defined, includes grants under sections 402, 403, 406, 407, 418, or 419 of the Stafford Act to repair public infrastructure and facilities damaged by disasters.) The dashboard tracks (i) damage category codes; (ii) for each proposed grant award, cost estimates, applicant ID, submission dates, project descriptions, and project costs with federal and non-federal cost-share breakdowns; (iii) agency review and approval status, including project approval and grant issuance dates; (iv) explanations for unapproved cost estimates or delayed grants, plus corrective actions; (v) project-level progress updates; (vi) request details, including dates, amounts, submission timelines, approvals, and disbursements; and (vii) other information the FEMA Administrator deems appropriate for transparency.
