S. 3364 — Fast Track Healthcare Apprenticeships Act

This section establishes expedited processing requirements within the national apprenticeship system (i.e., the Secretary of Labor's system to register and oversee apprenticeship programs under the National Apprenticeship Act) for applications to register apprenticeship programs in the health care field (i.e., healthcare practitioners and technical occupations and healthcare support occupations, as defined by the Bureau of Labor Statistics Standard Occupational Classification System). Specifically, the Secretary must provide a decision within 45 days of receiving an application, or if delayed, a written explanation and estimated timeline for determination not more than 90 days after the explanation.

This section directs the Secretary of Labor, in administering the National Apprenticeship Act, to establish a national apprenticeship system (as defined in section 4 of the Act) under which all apprenticeship agreement forms—including employer agreement forms and disability disclosure forms—are digitized. (The National Apprenticeship Act authorizes the Department of Labor to promote and oversee registered apprenticeship programs that provide structured on-the-job training and related instruction to skilled trades workers.)
