S. 3377 — A bill to delay the implementation of a rule relating to the importation of sheep and goats and products derived from sheep and goats, and for other purposes.

This section prohibits the Secretary of Agriculture and other federal officials from finalizing, implementing, administering, or enforcing the July 18, 2016, proposed rule entitled “Importation of Sheep, Goats, and Certain Other Ruminants” (81 Fed. Reg. 46619)—which would revise import restrictions on sheep, goats, and products from countries free of certain diseases such as foot-and-mouth disease and scrapie—during the period beginning on the date of enactment and ending one year after submission of a required report. The section further directs the Secretary to conduct a study assessing the rule's potential costs and benefits—including estimated increases in sheep and goat meat and live animal imports, U.S. market demand over 10 years, COVID-19 impacts, effects on domestic supply and prices, producer markets and competitiveness (disaggregated by region and state), export opportunities, consumer confidence, herd health, cross-species disease risks, foreign producer subsidies, and other negative effects—and to submit to specified congressional committees (Agriculture committees and others in the Senate and House) a report with study results and recommendations to mitigate negative effects not later than one year after enactment.
