S. 340 — African Diaspora Heritage Month Act of 2025

This section sets forth 18 congressional findings on the African diaspora in the United States, including its growth at a rate of 246 percent from 2000 to 2019 to approximately 50 million people as of 2024; economic contributions such as $10.1 billion in federal taxes, $4.7 billion in state and local taxes, and more than $40.3 billion in spending power in 2015; $46 billion in remittances to Africa by Sub-Saharan African immigrants in 2021; and the value of U.S. initiatives such as the African Growth and Opportunity Act ($9.7 billion in U.S. imports in 2023) and two-way goods trade totaling $47.5 billion in 2023 (a 6.2 percent increase from $44.7 billion in 2021).

This section establishes African Diaspora Heritage Month by directing the President to issue an annual proclamation designating a month for its observance, calling on state and local governments and the people of the United States to conduct appropriate programs and activities, and urging civil and educational authorities of state and local governments to do the same.
