This section establishes the President’s Council on Sports, Fitness, and Nutrition, consisting of up to 30 members appointed by the President for two-year terms (eligible for reappointment and holdover until a successor is appointed), including stakeholder representatives, with a Chair and Vice Chair designated by the President. The Council advises the President on progress made in carrying out the section’s provisions and recommends strategies to (1) reestablish the Presidential Fitness Test (with improvements) as the main assessment for a Presidential Fitness Award; (2) develop and promote Presidential challenges and school-based physical education programs; (3) expand sports and physical fitness opportunities at all levels; (4) set bold fitness goals for youth; (5) elevate sports, military readiness, and health traditions through campaigns and events; (6) foster partnerships to promote active lifestyles and nutrition; and (7) address childhood obesity, chronic diseases, and sedentary lifestyles as national security threats. The Department of Health and Human Services (HHS) provides funding and administrative support (subject to appropriations); executive agencies furnish requested information; members serve without compensation but receive travel reimbursement; the President designates an executive director; and the Council may form subcommittees and modify the seal of the prior President’s Council on Physical Fitness and Sports (with modified Federal Advisory Committee Act applicability). The Council terminates two years after enactment unless extended by the President. This section also permits amounts appropriated for the Presidential Youth Fitness Program to fund the Presidential Fitness Test in U.S. schools.
