S. 3417 — Main Street Lending Improvement Act of 2025

This section directs the Comptroller General of the United States to conduct a study on the disbursement process for small business loans—made under SBA's section 7(a) and 7(m) programs or title V of the Small Business Investment Act of 1958 (excluding COVID-19 response programs)—in each Small Business Administration (SBA) region that includes any part of the Appalachian region (i.e., covered regions). For each year from 2021 through 2024 and for the Appalachian and non-Appalachian portions of each covered region, the study must determine (1) average time from loan application submission to disbursement and for each processing step; (2) number of disbursed loans per 1,000 small business concerns; (3) number of approved loans per 1,000 small business concerns; (4) average and median dollar amounts of disbursed loans; and (5) aggregate disbursed loan dollars per 1,000 small business concerns. The Comptroller General must provide Congress an interim briefing within 1 year of enactment and a report with results and recommendations within 2 years, including recommendations to increase loan accessibility, reduce average disbursement time, improve applicant status notifications and timelines, and address internal agency inefficiencies.
