This section establishes a competitive grant program, to be administered by the Attorney General and known as the Program, to assist state, territorial, unit of local government, and tribal prosecutor's offices in hiring, retaining, and training prosecutors and support staff, with implementation required not later than one year after enactment. Grants require applications specifying project details; prioritize hiring or rehiring prosecutors and staff (including those laid off due to budget reductions) and applications from tribal, remote, or rural jurisdictions (as defined in 34 U.S.C. 12291(a)); limit the federal share to 75% of project costs (waivable for financial hardship), prohibit supplanting of non-federal funds, and allow certain non-federal contributions such as asset forfeiture proceeds or Bureau of Indian Affairs funds for tribes. Grant recipients must include project monitoring and are subject to Attorney General evaluation, reporting requirements, and potential funding revocation for noncompliance; the Attorney General may issue implementing regulations. This section authorizes $10 million annually for the program for FY2026 through FY2030.
