S. 3445 — A bill to require the provision of alternative drinking water to households whose private drinking water is contaminated with perfluorooctanesulfonic acid and perfluorooctanoic acid substances from activities of the Department of Defense.

This section requires the Secretary of Defense, on and after enactment, to offer alternative drinking water—such as bottled water, connection to public water systems, or filtration systems—to households downgradient from a military installation that rely on private wells contaminated with perfluorooctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) solely from DoD activities at that installation exceeding EPA maximum contaminant levels (MCLs), provided another household in the same community was already eligible for such DoD-provided water due to the same contamination. The section directs coordination with CERCLA (42 U.S.C. 9601 et seq.) and other environmental authorities and exempts households in communities fully connected to municipal water systems or where DoD has addressed exposures under CERCLA to meet federal or state drinking water standards. It applies SDWA definitions (42 U.S.C. 300f) of maximum contaminant level and public water system.
