S. 3453 — No Bounties on Badges Act

This section expands the rewards program under chapter 204 of title 18, U.S. Code—previously limited to terrorist acts and espionage—to authorize rewards for information concerning acts of offering a bounty or other pecuniary compensation for harming or killing any U.S. law enforcement officer. (As background, the program authorizes the Attorney General to pay rewards to individuals furnishing information leading to the arrest or conviction, or prevention, of covered acts.) Specifically, it directs the Attorney General to reward information (1) leading to the arrest or conviction, in any country, of individuals committing such an act; (2) leading to the arrest or conviction, in any country, of individuals conspiring or attempting such an act; or (3) leading to the prevention or frustration of such an act. (Clerical amendments update the chapter heading and table of contents to include "offering of bounties.")
