S. 3477 — Support Our Troops Shipping Relief Act of 2025

This section establishes a new provision requiring the U.S. Postal Service to treat shipments containing humanitarian care packages (i.e., parcels of donated goods solely for the comfort, welfare, or morale of members of the Armed Forces stationed overseas) sent to military mail addresses (i.e., APO, FPO, or DPO addresses) as domestic mail for all purposes, regardless of destination. (1) It directs the Postmaster General to prescribe implementing regulations not later than 30 days after enactment. (2) It authorizes simplified customs declaration forms for such shipments that list general content categories (e.g., "snack foods," "personal hygiene items," "letters and cards") rather than item-specific Harmonized System classifications or country-of-origin information. (Thus, senders pay domestic postage rates and face reduced customs requirements.) The section also makes a conforming amendment to the table of sections for chapter 34 of title 39, U.S. Code.
