This section modifies asylum eligibility and procedures by (1) expanding the safe third country exception to bar aliens who entered, attempted to enter, or arrived in the United States after transiting through at least one other country without applying for protection from persecution or torture there and receiving a final denial; (2) eliminating the one-year filing deadline and changed circumstances exceptions; (3) making the previous asylum denial bar absolute by removing the changed circumstances exception; (4) limiting the unaccompanied alien child exception to the safe third country provision only; (5) adding permanent ineligibility for aliens who committed unlawful entry in violation of INA §275 or engaged in visa fraud; (6) raising the credible fear interview standard during expedited removal from a "significant possibility" to "more likely than not" that the alien may be eligible for asylum; and (7) authorizing detention of a child with a parent for up to 180 days during expedited removal or asylum proceedings under INA §235.
