This section amends the Environmental Quality Incentives Program (EQIP), which provides financial and technical assistance to agricultural and forestry producers for conservation practices that promote soil, water, air, and wildlife benefits, as follows: (1) revises payment limitations to cover 75% of costs (e.g., planning, materials, installation) for most practices, 40% of costs for specified structural practices (e.g., access roads, dams, ponds, waste storage facilities), and 100% of income foregone, with pro-rated limits for practices combining elements; (2) reduces the maximum total payment per person during any six-year period to $150,000 (from $450,000); and (3) requires an annual report to Congress on obligations by practice category, fiscal year, and State, and by State, fiscal year, and producer operation size.
