S. 3506 — Post-Wildfire Environmental Emergency Assistance Act

This section expands fire management assistance under the Stafford Act (42 U.S.C. 5180 et seq.)—which provides federal grants, equipment, supplies, and personnel to state and local governments to mitigate, manage, and control large wildfires on forest or grassland threatening major disaster-level destruction—by (1) adding remediation to the authorized assistance activities in subsection (a); and (2) inserting new subsection (e) after subsection (d) to authorize, whether or not a major disaster is declared, assistance to clear debris and wreckage from publicly and privately owned lands and waters resulting from such a fire, including direction to the Environmental Protection Agency to provide personnel, equipment, and other resources (with or without reimbursement) for debris removal involving hazardous wastes or substances.
