This section establishes requirements for manufacturers of driving automation systems—hardware and software capable of sustained lateral and longitudinal motor vehicle control—in new 49 U.S.C. §30130. It requires each manufacturer to (1) define the system's operational design domain (ODD) as the environmental, geographical, time-of-day, traffic, or roadway conditions under which the system is designed to function safely (i.e., presenting no more than an inconsequential risk of harm); (2) submit that ODD definition to the National Highway Traffic Safety Administration (NHTSA) Administrator; and (3) publish the exact declaration on the manufacturer's public website. It prohibits operation of such systems outside their ODD; subjects violations to civil penalties under 49 U.S.C. §30165; and includes these requirements in the statutory definition of motor vehicle safety standards. The section takes effect 180 days after enactment.
