S. 3553 — Where’s WALDO Act

This section requires the Director of the Office of Personnel Management (OPM), not later than 18 months after enactment, to establish and maintain a searchable public website containing, for each individual in a civil service position (i.e., as defined in 5 U.S.C. 2101), the position title, duties description, employing agency, primary duty station, annual basic pay (including bonuses and supplemental wages), and appointment date. The section further requires OPM, not later than one year after enactment and annually thereafter, to publish a report detailing, by agency, the total number of contract employees (i.e., contractor employees or individual contractors) working under federal contracts on a part-time or full-time basis and the total federal cost for such work.
