This section establishes a grant program administered by the Secretary of Agriculture, through a competitively selected nongovernmental Program Administrator, to cover 70% of the costs (or a higher Secretary-determined percentage if documented costs exceed $500) for eligible entities—agricultural producers and eligible schools—to purchase, transport, and install approved rollover protection structures (ROPS), including seatbelts, on eligible agricultural tractors. The Program Administrator must identify approved ROPS and eligible equipment (based on SAE J2194/J1194 or successor standards), manage applications, and maintain a public website and phone hotline. The section authorizes $725,000 annually for FY2027 through FY2031, with $500,000 allocated for grants, $125,000 for website promotion and upgrades, and $100,000 for the hotline. Eligible schools include vocational schools, institutions of higher education (as defined in 20 U.S.C. 1001) providing direct practical agricultural instruction or training, and secondary schools with agricultural curricula.
