S. 3588 — School Access to Naloxone Act of 2026

This section amends the grants program for reducing opioid overdose deaths (i.e., HHS grants to support opioid overdose reversal medication such as naloxone) by (1) authorizing use of funds for administering, as well as prescribing, such medication in one provision and for the administration of such medication, as well as the prescribing of such medication, in another provision; and (2) authorizing appropriations for both this section and section 544A (previously, only for this section).

This section authorizes the Secretary of Health and Human Services to award grants to eligible entities (as defined in section 544 of the Public Health Service Act) for administering drugs and devices approved for emergency treatment of known or suspected opioid overdoses (e.g., naloxone) at public and private elementary and secondary schools under the entity's jurisdiction. Grant applications must include information required under section 544(b), certifications that each school has a program permitting trained personnel (e.g., school nurses or designated staff who meet medical training standards) to administer such drugs and devices, maintains an accessible supply, ensures trained personnel are on premises during operating hours, and that the state attorney general has certified adequate civil liability protections under state good Samaritan laws, and any other information required by the Secretary.
