S. 3591 — Thomas M. Conway Veterans Access to Resources in the Workplace Act

This section requires employers—defined as persons engaged in commerce or an industry or activity affecting commerce who employ 50 or more employees for each working day during each of 20 or more calendar workweeks in the current or preceding calendar year, including agents, successors, specified public agencies, the Government Accountability Office, and the Library of Congress—to post and keep posted, in conspicuous places on their premises where employee notices are customarily posted, a notice detailing veterans' benefits for the relevant state (including territories). The Secretary of Labor, acting through the Veterans' Employment and Training Service and in coordination with the Secretary of Veterans Affairs, must develop and publish such notices not later than 270 days after enactment of this Act (allowing states 45 days to provide information on state benefits), include at minimum the Veterans Crisis Line, application information for federal benefits, and any state benefits provided, review and update notices at least twice each year, make notices available on agency websites in 8.5-inch by 11-inch format, and conduct an information campaign on the notices and requirement during the 180-day period beginning on enactment. The terms "employee" and "person" have the meanings given in section 3 of the Fair Labor Standards Act of 1938 (29 U.S.C. 203); the display requirement takes effect one year after enactment, with other provisions effective on enactment.
