This section directs that, of funds appropriated under section 3, (1) 70% be provided to states for administrative costs of the Commodity Supplemental Food Program (CSFP)—which provides monthly USDA food packages to low-income seniors aged 60 and older—in addition to funds otherwise available under section 5 of the Agriculture and Consumer Protection Act of 1973 (7 U.S.C. 612c note); (2) 20% be provided to states for administrative costs of state plans under the Emergency Food Assistance Program (TEFAP)—which distributes USDA commodities to local emergency feeding organizations—in addition to funds otherwise available under section 203A of the Emergency Food Assistance Act of 1983 (7 U.S.C. 7504); and (3) 10% be provided to states for administrative costs of the Seniors Farmers' Market Nutrition Program (SFMNP)—which provides low-income seniors with vouchers for fresh, unprepared, locally grown fruits, vegetables, honey, and herbs at farmers' markets, roadside stands, and community supported agriculture programs—in addition to funds otherwise available under section 4402 of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 3007).
