This section prohibits the use of federal funds for deploying U.S. military or intelligence personnel in Venezuela, without congressional authorization, for (1) conducting military operations against the regime or people of Venezuela, (2) assisting U.S. law enforcement operations including arrests of U.S.-indicted individuals, (3) any military occupation including activities reasonably viewed as administering governance, (4) providing security or services to private extractive industries such as oil companies, or (5) any other activities not explicitly authorized by Congress. The prohibition does not apply to (1) defense against attacks on U.S. personnel or facilities abroad, (2) intelligence and counterintelligence collection, analysis, or sharing, (3) securing any U.S. diplomatic presence in Venezuela, (4) intelligence activities to secure the return of wrongfully detained U.S. nationals, (5) intelligence activities to interdict narcotics production and distribution from Venezuela, or (6) countering activities of China, Russia, Iran, or North Korea in Venezuela and neighboring countries.
