This section establishes across-the-board rescissions, on a pro rata basis, of nonsecurity discretionary appropriations (i.e., discretionary appropriations not included in the security category, such as defense) provided in regular appropriation acts (i.e., annual acts or subdivisions thereof under 1 U.S.C. 105, including continuing resolutions). The rescissions take effect the day after full-year appropriations are made available for the entire federal government and equal (1) 1% for FY2026, (2) 2% for FY2027, and (3) 5% for FY2028 and each fiscal year thereafter. It further directs the Office of Management and Budget to report to the House and Senate Committees on Appropriations, within 30 days after such appropriations are made, specifying the accounts and amounts rescinded.
