This section directs the Secretary of Defense, acting through the Chief Information Officer of the Department of Defense and the Assistant Secretary of Defense for Cyber Policy and in consultation with the Chief Information Officers and Principal Cyber Advisors of the military departments, to develop a comprehensive cyber workforce strategy and submit a report on the strategy to the armed services committees of the Senate and House of Representatives by January 31, 2027. The report must (1) assess progress and gaps in implementing the 2023–2027 Department of Defense Cyber Workforce Strategy, including elements to continue, modify, or discontinue; (2) analyze the Defense Cyber Workforce Framework (i.e., a framework defining cyber work roles, goals, activities, milestones, and key performance indicators), including workforce scope, vacancies, and statistical metrics; (3) identify implementation progress, issues, roadblocks, and adjustments; (4) describe opportunities from non-Department entities, other federal agencies, commercial tools, supplementary personnel models (e.g., cyber civilian reserves), academic centers of excellence, and university partnerships; (5) review Framework work roles for artificial intelligence, data science, and data engineering for alignment with industry and recruiting recommendations; and (6) detail resource requirements, budget estimates, and implementation timelines for the new strategy. In developing the strategy, the Secretary may solicit views from external organizations with expertise in human resources, higher education, or cyber industry associations. The report must be submitted in unclassified form but may include a classified annex.
