S. 3624 — NATO UP Act

This section declares congressional findings that (1) the unified strength of NATO is critical to U.S. national security and foreign policy; (2) occupation or takeover of a NATO ally's sovereign territory violates the UN Charter and North Atlantic Treaty (also known as the Washington Treaty, done at Washington April 4, 1949); (3) such U.S. actions, except to repel a non-NATO invasion, would conflict with NATO and possibly cause it to cease being an effective alliance; and (4) such an outcome would advance Russian and Chinese interests while undermining U.S. national security and foreign policy objectives.

This section prohibits the use of Department of Defense funds appropriated or otherwise made available for any fiscal year to blockade, occupy, annex, conduct military operations against, or otherwise assert control over the sovereign territory of a NATO member state, unless authorized by that NATO member state or the North Atlantic Council.
