S. 3629 — Transportation Project Accountability Act of 2026

This section establishes transportation accountability requirements in the statewide transportation planning process (23 U.S.C. 135) by adding subsection (n), which defines a covered project as one included in the statewide transportation improvement program (STIP) under subsection (g) that enhances or expands the transportation system and has an estimated cost exceeding $10 million. Not later than one year after enactment of the Transportation Project Accountability Act of 2026 and annually thereafter, each state must publish an online report identifying covered projects selected in the prior year and, for each, including (1) a score measuring contributions to state long-range plan performance targets under subsection (f) and national goals under 23 U.S.C. 150(b); (2) anticipated benefits addressing national goals in 150(b)(1) through (3) (i.e., safety, infrastructure condition, and system performance); (3) the initial year of STIP inclusion; and (4) a description of selection rationale, projected benefits, and approximate geographic coordinates—along with a summary and justification of scoring metrics. Beginning after the first report, states must incorporate into the STIP and long-range plan reviews of covered projects' progress toward projected benefits, cost-effectiveness, and contributions to state targets and national goals in 150(b)(1) through (3). This section further amends subsection (g)(5)(B) to allow the new report to satisfy certain STIP reporting requirements.
