This section redirects funding previously available to U.S. Immigration and Customs Enforcement through September 30, 2029, to the Attorney General through September 30, 2030 (from September 30, 2029), for grants under the Community Oriented Policing Services (COPS) Hiring Program to rehire law enforcement officers laid off due to budget reductions and to hire and train new additional career law enforcement officers for community-oriented policing (34 U.S.C. 10381(b)(1)-(2)). (As background, the COPS Hiring Program provides grants to states, localities, tribes, and other entities to support community-oriented policing.) The section also waives supplantation prohibitions (34 U.S.C. 10381(g)) for such grants to jurisdictions employing fewer than 175 law enforcement officers, including tribal governments. (Thus, these small jurisdictions may use the funds without certifying they have maintained prior spending levels on law enforcement.)
This section appropriates $45 billion to the Attorney General for the Department of Justice for FY2025, in addition to any other appropriated amounts and to remain available until September 30, 2029, for the Edward Byrne Memorial Justice Assistance Grant Program. (The Byrne JAG program provides formula grants to states and localities for criminal justice purposes, including law enforcement, prosecution and courts, crime prevention and education, corrections and rehabilitation, drug treatment, and mental health programs.)
