S. 3641 — No Relief for Allies of Dictators Act of 2026

This section directs the Secretary of State to revoke visas or impose visa restrictions on foreign persons who are current or former officials of specified regimes in Venezuela (Hugo Chavez or Nicolas Maduro), Cuba (Fidel or Raul Castro or Miguel Diaz-Canel), Nicaragua (Daniel Ortega or Sandinista party members), or Bolivia (Evo Morales); persons acting on behalf of, aiding repression by, or assisting such regimes or parties; their spouses or children; or persons designated under section 804(b) of the Foreign Narcotics Kingpin Designation Act (21 U.S.C. 1903(b)), Executive Order 13850 (relating to blocking property of additional persons contributing to the situation in Venezuela), or Executive Order 13884 (relating to blocking property of the Government of Venezuela), or their spouses or children. Such individuals are inadmissible to the United States, ineligible for visas or other entry documentation or benefits under the Immigration and Nationality Act (8 U.S.C. 1101 et seq.), subject to visa revocation under section 221(i) of such Act (8 U.S.C. 1201(i)), and subject to expedited removal. The section requires case-by-case determinations by the Secretary of State, in consultation with the Director of National Intelligence, Attorney General, and Secretary of Homeland Security, for such individuals intending to visit United Nations headquarters; and directs the President to issue necessary regulations, licenses, and orders.
