This section establishes the Office of the Special Inspector General for Program Fraud to conduct independent audits and investigations of child assistance programs (i.e., programs funded with amounts appropriated or otherwise made available for such purposes in the United States). The Special Inspector General (SIG) is to be appointed by the President with Senate confirmation not later than 30 days after enactment, paid at level IV of the Executive Schedule, and removable only under 5 U.S.C. §403(b); the SIG must appoint an Assistant Inspector General for Auditing and an Assistant Inspector General for Investigations and reports to the Secretaries of Health and Human Services and Agriculture and heads of other covered agencies while retaining independence to initiate audits, investigations, and subpoenas. The SIG has duties to oversee obligations, expenditures, contracts, and transfers of child assistance funds; investigate overpayments and potential fraud; maintain records; and coordinate with agency Inspectors General, in addition to all duties and powers under the Inspector General Act of 1978 (chapter 4 of title 5, U.S. Code).
