S. 366 — Muhammad Ali Congressional Gold Medal Act

This section sets forth congressional findings on Muhammad Ali's life, including his birth on January 17, 1942, in Louisville, Kentucky; boxing achievements (e.g., three-time heavyweight champion, 1960 Olympic gold medalist); conscientious objector status upheld by the Supreme Court in 1971; civil rights advocacy; awards (e.g., Presidential Medal of Freedom); diplomatic efforts (e.g., hostage negotiations in 1990, U.N. Messenger of Peace in 1998); and humanitarian work (e.g., founding the Muhammad Ali Parkinson Center, raising over $50 million for Parkinson's research).

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal of appropriate design to Muhammad Ali, in recognition of his contributions to the United States (the highest civilian honor bestowed by Congress). The section directs the Secretary of the Treasury to strike the medal with suitable emblems, devices, and inscriptions—including an image and the name of Muhammad Ali—and requires the medal to be given to his wife, Lonnie Ali, following the presentation.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3 at a price sufficient to cover the costs thereof, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under this Act as national medals for purposes of federal law governing U.S. Mint production (31 U.S.C. ch. 51) and as numismatic items for purposes of U.S. Mint design, production, and sales authorities (31 U.S.C. §§ 5134, 5136).

This section authorizes the use of amounts from the United States Mint Public Enterprise Fund (i.e., the revolving fund financing Mint operations) as necessary to pay the costs of medals struck under this Act and directs the deposit of proceeds from the sale of duplicate bronze medals into that fund.
