S. 3667 — Life at Conception Act of 2026

This section declares that the constitutional right to life vests in each born and preborn human person to implement equal protection, pursuant to Congress's powers under Article I, Section 8, and the Fourteenth Amendment, Section 5. It specifies that nothing in the Act requires prosecution of any woman for the death of her unborn child, prohibits in vitro fertilization, or prohibits birth control or other means of preventing fertilization.

This section defines, for purposes of this Act, (1) "human person" and "human being" to include each member of the species homo sapiens at all stages of life, including the moment of fertilization or cloning, or other moment at which an individual member of the human species comes into being; and (2) "State," for purposes of applying the 14th Amendment to the Constitution and other applicable constitutional provisions to carry out section 2, to include the District of Columbia, the Commonwealth of Puerto Rico, and each other territory or possession of the United States.
