S. 3718 — Delivering for Rural Seniors Act of 2026

This section establishes a Commodity Supplemental Food Program (CSFP) home delivery pilot program to award competitive grants to state agencies for projects increasing low-income elderly persons' access to CSFP commodities (i.e., monthly USDA-provided food packages) via home delivery, with required evaluations. (As background, CSFP serves primarily individuals age 60 and older who meet income eligibility.) Grants to a state agency may not exceed the lesser of $4 million or the state's CSFP caseload times $60; state agencies must distribute funds to local or subdistributing agencies for transportation, staffing, and outreach costs, prioritizing rural areas. State agencies must report annually to the Secretary on project activities (e.g., commodities delivered, participants served), effectiveness (e.g., average cost per delivery), and best practices. The section authorizes $10 million for each of FY2027 through FY2029, to remain available until expended.
