This section states congressional findings on the history, missions, and national importance of the National Law Enforcement Officers Memorial (dedicated 1991) and National Law Enforcement Museum (opened 2018)—both built with private funds—which honor fallen law enforcement officers, educate the public on their role and sacrifices, promote officer safety, and foster community relations. The findings also recognize current challenges including increased officer resignations and retirements since 2020, agency understaffing and overtime, and the need for enhanced public understanding and officer wellness programs.
This section directs the Secretary of the Interior to award a grant to the National Law Enforcement Officers Memorial Fund during the first seven fiscal years after enactment for expenses associated with operating and enhancing the community outreach, public education, and officer safety and wellness programs of the National Law Enforcement Museum (i.e., a facility operated by the Fund that honors fallen law enforcement officers and promotes officer safety education). Allowable uses include (1) memorializing fallen officers and compiling fatality statistics; (2) honoring law enforcement service; (3) developing educational resources on law enforcement history and wellness; (4) increasing public engagement via online and in-person platforms; (5) expanding scholarly research and exhibitions; (6) augmenting collections; (7) enhancing education activities; (8) providing professional development workshops and trainings; (9) engaging schools and teachers; (10) promoting curriculum adoption; (11) innovating and evaluating museum and wellness programs; (12) offering free admission for officers, families of the fallen, and weekly public hours; and (13) creating online resources.
This section requires the National Law Enforcement Officers Memorial Fund to submit to the Secretary of the Interior, for each of the first seven fiscal years after enactment, an annual report documenting progress in delivering public education, community outreach, and officer safety and wellness programming funded under section 3 and providing a formal accounting of federal funds expended that year. The Secretary of the Interior must submit these reports to Congress and publish them on the Department of the Interior website.
This section authorizes the Secretary of the Interior to use funds appropriated under section 6 to continue any National Law Enforcement Museum activities described in section 3 that are ongoing on the date of enactment.
