S. 372 — Investing in Community Resilience Act of 2025

This section amends the list of eligible mitigation measures reimbursable as associated expenses under the Stafford Act public assistance program for repair, restoration, reconstruction, or replacement of public facilities and eligible private nonprofit facilities damaged by major disasters (42 U.S.C. 5172(b)(3)(A)) by (1) inserting “preparedness” after “disaster relief” in clause (ii); (2) expanding clause (iv) to include, in addition to participation in the National Flood Insurance Program’s community rating system, programs designated by the FEMA Administrator that provide substantial science-based and verified increased resilience to storms, tsunamis, floods, wildfires, or equivalent disasters through building standards or land use practices; and (3) adding clause (vi) to authorize support for viable community emergency response teams or equivalent nongovernmental organizations that provide disaster assistance, including through regular training, outreach, and participation in preparedness exercises. It further directs the President, acting through the FEMA Administrator, to issue comprehensive guidance to state and tribal governments on such measures and investments not later than one year after enactment.

This section (1) sets an effective date for the Act and its amendments of one year after enactment; (2) requires the amendments to be carried out only using funds appropriated to the Federal Emergency Management Agency (FEMA) on or after enactment; and (3) authorizes no additional funds for purposes of the Act.
