S. 3726 — National Veterans Strategy Act of 2026

This section states six congressional findings on the national interest in veterans' post-service success, including economic benefits from their skills, enhancements to national security and military readiness, and positive influence on recruitment, retention, morale, and the next generation of service members.

This section establishes metrics for measuring veteran well-being in physical health, mental health, spiritual health, economic security and opportunity, education, family and social engagement, and civic engagement. The President must develop these metrics in collaboration with key stakeholders, including Congress; the Secretaries of Veterans Affairs, Defense, Labor, Health and Human Services, and Housing and Urban Development; the Small Business Administration Administrator; state, local, and tribal governments; veterans service organizations; nonprofits; institutions of higher learning; research organizations; philanthropy, trade, and professional associations; and private sector entities. This section requires the President to submit to Congress, at least once every four years, a National Veterans Strategy to align government, nonprofit, and private sector resources using those metrics. The strategy must consider veterans' needs across demographics (age, geography, sex, race, service period, disability, health, education, marital/family status); provide evaluation methods; direct benefits and services for veterans not meeting metrics and specify their application; potentially delineate services by organization type and sequence; coordinate direct federal services, grants, and commercial options; and include standard outcome metrics that federal agencies and grant recipients must apply uniformly. This section subjects each strategy to congressional disapproval via joint resolution, introduced after transmittal and enacted within 60 days of Congress's receipt. Such resolutions are referred to the House and Senate Committees on Veterans' Affairs (not reportable before the 8th day after introduction), with automatic committee discharge after 15 calendar days without report.
