S. 3733 — A bill to amend the Passport Act of June 4, 1920, to authorize certain public libraries to collect and retain a fee for the execution of a passport application.

This section amends the Passport Act of 1920 to (1) authorize the Secretary of State to permit qualifying public libraries—organized as nongovernmental, nonprofit, charitable organizations, or trusts and in compliance with Department of State regulations—to serve as passport acceptance facilities and collect and retain passport execution fees; (2) require the Secretary, not later than 30 days after enactment, to authorize any previously compliant public library to do so and submit to congressional committees either documentation of compliance or an explanation of noncompliance; and (3) expand entities authorized under subsection (a)(1) to collect and retain execution fees from state officials or the U.S. Postal Service to a state, local government, U.S. Postal Service, or qualifying public library under new paragraph (a)(4).
