This section requires the head of any federal agency administering a public assistance program to obtain from individuals applying or reapplying for benefits a written declaration, under penalty of perjury, that they will not conduct remittance transfers during any period they receive program benefits. It imposes a $100,000 fine on any individual who violates such a declaration. The requirements apply to benefits provided 30 days after enactment; "public assistance program" means any program described in paragraph (1), (2), (3), (4), (5), or (7) of 20 CFR 416.1142(a); and "remittance transfer" has the meaning given under the Electronic Fund Transfer Act (15 U.S.C. 1693o–1(g)) (i.e., an electronic fund transfer primarily for personal, family, or household purposes sent by a sender in the United States to a recipient in another country).
