S. 3758 — End Veterans Overdose Act of 2026

This section requires the Secretary of Veterans Affairs to make opioid overdose rescue medications (i.e., such as naloxone) available at no cost and without a prescription at VA pharmacies to covered veterans (as defined in 38 U.S.C. §1703(b), i.e., veterans enrolled under §1705(a) or otherwise eligible for hospital care, medical services, or extended care) and their caregivers (i.e., family caregivers under §1720G(a) or general caregiver support participants under §1720G(b)). The section further requires the Secretary to provide drug information with each medication; limits collection and use of personally identifiable information to health care delivery, evaluation, and quality enhancement (prohibiting its use related to employment, drug use history, or controlled substance status); and directs the Secretary to submit to Congress, not later than two years after first making medications available and annually thereafter, a report including the number of recipients, feasibility assessments for expansions (to immediate family members and non-VA providers under §1703), utilization trends, and recommendations.
