S. 3760 — CLOSE Act

This section terminates Pandemic Unemployment Assistance (PUA) payments under section 2102 of the CARES Act (15 U.S.C. 9021)—which provided up to 39 weeks of unemployment benefits to covered individuals (i.e., self-employed persons, gig workers, part-time seekers, and others ineligible for regular or extended unemployment insurance due to COVID-19)—and rescinds all unobligated balances appropriated for PUA under that section, effective 30 days after enactment (except for continued payments to states for administrative expenses). This section terminates Federal Pandemic Unemployment Compensation (FPUC)—a temporary $600 per week supplement to regular unemployment benefits—and Mixed Earner Unemployment Compensation (MEUC)—a $100 weekly supplement for certain claimants with self-employment income—under section 2104 of the CARES Act (15 U.S.C. 9023), prohibits states from entering new agreements under that section, and rescinds all unobligated balances appropriated for those payments, effective 30 days after enactment (except for continued payments to states for administrative expenses). This section repeals Pandemic Emergency Unemployment Compensation (PEUC) under section 2107 of the CARES Act (15 U.S.C. 9025)—which provided up to 13 or 24 weeks (depending on the period) of additional benefits to exhaustees of regular unemployment insurance—and rescinds all related unobligated balances, effective 30 days after enactment.
