This section establishes a Medal of Sacrifice to be issued by the President to local, state, tribal, territorial, or federal law enforcement officers and first responders killed in the line of duty, except in cases of an official finding of wrongdoing as determined by a newly created Commission following investigation. The section directs the President to appoint a 12-member Commission on the Medal of Sacrifice—composed of law enforcement officers, first responders, and representatives of relevant organizations—within 150 days of enactment, with members serving 5-year terms (renewable once), receiving no pay, and sunsetting upon completion of responsibilities that include advising on medal design and eligibility criteria, promoting the medal, determining presentation procedures, and making final eligibility determinations. The Commission must initially award the medal to three specified deputies (Deputy Ralph “Butch” Waller, Deputy Ignacio “Dan” Diaz, and Deputy Luis Paez). The section specifies the medal's design as a 2.25-inch silver Ag925 medal with 24k gold vermeil plating (2.5 microns thick, approximately 63 grams), featuring a modified quatrefoil incorporating elements of the Great Seal of the United States, 47 mullets, three lions, four chevrons, oak leaves, the motto “Integritas,” and “SACRIFICE” inscribed at base, with a sandblasted reverse for engraving names and a ribbon (azure or gules) attached by hand soldering.
