S. 3766 — Make Congress Drive Union Made Act

This section establishes restrictions on the use of funds from the Members' Representational Allowance—which supports the official and representational duties of House Members, Delegates, or Resident Commissioners with respect to their congressional districts—to purchase or lease motor vehicles, effective October 1, 2026. Such funds may be used only for vehicles with final assembly in the United States (as defined in 49 U.S.C. 32304) and assembled by employees covered by a collective bargaining agreement.

This section limits the use of funds from the Senators' Official Personnel and Office Expense Account—which funds senators' staff salaries, legislative assistance, and office expenses—to purchase or lease motor vehicles, effective October 1, 2026, unless the vehicles (1) have a final assembly place in the United States and (2) are assembled by employees covered by a collective bargaining agreement.
